Education and Advice: The Regulatory Line, Explained Plainly

Education explains how something works. Advice tells one particular person what to do about their own position. The line is not drawn by tone, length or expertise: it is drawn by whether a statement is about one reader's circumstances. Writing that describes a mechanism to everybody is education, the same sentence pointed at one household's balance is advice, and only one of the two is regulated.

Almost everybody gets this line wrong in the same direction. The common assumption is that it runs between general and specific, or between free and paid, or between simple and technical. The line runs between statements about a mechanism and statements about a person. Once the line is in the right place, everything anybody has ever forwarded about money sorts itself in about four seconds.

Careful financial writing carries a short block near the end setting out what it will not do: it will not name a scheme, will not say what any reader ought to hold, and will not put a figure on what anybody's money will be worth later. The three refusals are not politeness and not lawyer's furniture bolted on at the end. All three come out of a single rule about who a sentence is about, and the rule is worth having on its own.

Where does education stop and advice begin?

Here is the test, and it is one question long. The question is whether a sentence is a statement about how a thing works or a statement about the person reading it. If it is about the thing, it is education. If it is about the reader, the reader's money, the reader's position or what that reader in particular ought to do next, it is advice. Nothing else in the sentence matters to the sorting: not who said it, not how long it took, not what it cost the listener, not whether the speaker was right.

A doctor's waiting room has the identical shape, and everybody already understands it there. A poster on the wall explaining what blood pressure is, how it is measured and what the two numbers mean is education. The poster is on the wall for everybody. Nobody signs anything to read it, and it stays exactly as true whether the person reading it is nineteen or seventy. Then a patient sits down across a desk, somebody looks at that patient's reading, weight and history, and says what that patient in particular should do. The consultation across the desk is a different activity. Advice at a desk carries a duty the poster does not carry, it can be wrong about the patient while the poster stays right, and there is a reason the person doing it had to qualify for it.

Money works the same way, and the only reason it feels murkier is that in money the poster and the desk are frequently the same person, in the same conversation, within the same minute. Nobody moves the household to another room. There is no bell. The sentence just changes shape and keeps going in the same voice.

So the sorting has to happen at the level of the sentence, not the level of the person, the document or the meeting. A report of forty printed sides can be education from cover to cover. A four word text message can be advice. The unit that gets sorted is a statement, and a conversation is simply a run of statements that may sort in either direction, in any order, several times.

What is Investor Education, and what does it never contain?

Investor educationExplaining how something works, to everybody at once, without reference to any particular reader's position or holdings. explains how something works. Investor education is addressed to everybody who might read it and to nobody in particular, and the phrase most often used for that in writing is general in natureA statement that applies to everybody equally because it describes a mechanism rather than a person. Most disclosures use this exact phrase to say that a piece of writing is education.. The defining feature of investor education is not that it is simple, free or short, but that nothing in it depends on who is reading it.

The independence from the reader is where the intuition usually breaks, so it is worth sitting with. Writing can be extremely detailed and still be education. The arithmetic that turns a deposit of Rs 64,000/- placed for five years at a stated rate into a maturity figure is the same arithmetic for anybody who places Rs 64,000/- for five years, so working it out to the rupee is education. The calculation is a statement about how the compounding works, illustrated with a number. The same calculation becomes something else the moment it says that this is what one particular reader should do with the Rs 64,000/- that reader happens to hold.

So education has one thing it never contains, and it is easy to check for: it never contains a claim about the reader. Not the reader's balance, not the reader's goals, not the reader's age or duties or nerve. A fact about households in general is still a fact about a mechanism, so education can describe every household in the country in aggregate and stay on its own side of the line. The moment a sentence says your or you ought to and means the specific person holding the phone, it has stepped across.

One very common disguise is worth naming. A writer can quietly narrow the audience until only one reader is standing in it, and the statement still looks shaped like education. Anybody in their late thirties with a school-going child and about three lakh rupees put away should be doing this is written in the third person and sounds general. Read it again as a person who is thirty six, has a daughter in school and holds Rs 3,67,887/-. The sentence has an audience of one. Narrowing the audience until it fits one reader is how a sentence crosses the line without ever using the word you.

What is advice, and who is it about?

AdviceTelling one particular person what to do about their own circumstances, having taken those circumstances into account. is telling a particular person what to do about their own position. Advice has three parts, and all three have to be present for a statement to be advice rather than something else: a particular person, that person's actual circumstances, and a statement about what they ought to do.

The absences from the list matter as much as the entries. Payment is not on it. Expertise is not on it. Being right is not on it. Someone who has read nothing, holds no registration, is paid by nobody and turns out to be badly wrong is still giving advice when they look at a household's papers and tell that household what to do about them. Advice is a description of an activity, not a compliment about the quality of the activity, and the whole regulatory apparatus around it exists precisely because the activity can be carried on badly by anybody.

The word inside advice that does the real work is suitabilityWhether a particular thing fits a particular person, given what that person holds, needs and can bear. Only advice addresses it.: whether a particular thing fits a particular person. Education can say completely what a thing is, what it costs, how it behaves when prices fall and what happens if somebody stops paying into it. The fit depends on facts about that person that no published account holds, so education cannot say whether a thing fits one particular person. Suitability is the question education is structurally unable to answer, and it is the only question advice exists to answer.

There is a household version that makes it obvious. A tailor can tell anybody at the counter how a garment is cut, what a lining costs and which cloth creases, and all of it is true whoever is listening. The moment he takes one customer's measurements and says this cut will not sit well on those shoulders, he has stopped describing tailoring and started tailoring for that customer. Same knowledge. Different activity.

Financial Education vs Financial Advice: does one sentence change sides?

One sentence does change sides, and the cleanest way to see it is to move that sentence across without changing a single fact in it. The two sentences below contain the same mechanism, the same accuracy and the same amount of care, so watch closely.

The first: a public provident fund account cannot be drawn on freely during its term. The first sentence is education. The rule holds for every account of that kind, it held before anybody read it, and the person who wrote it does not know the reader exists. Anybody can check it against the rules of the arrangement.

The second: you have Rs 84,000/- in a public provident fund and a buffer of Rs 31,320/-, so you should not put more there. The second sentence is advice. The mechanism in it is the mechanism of the first, and the second is if anything more useful. Two of this household's own figures have walked in, and a conclusion has been drawn about what this household ought to do. Crossing the line takes nothing more than that.

Nothing changed between those two sentences except the presence of one particular household's figures and a conclusion drawn from them, and that is the entire line. The second sentence is advice whoever says it: advice if a stranger says it on a bus, advice if nobody is paid a rupee for it, advice if it happens to be exactly the right thing for this household to do, and advice still if the speaker adds a line underneath denying it.

The same mechanism, twice. Only one row in the grid below moves the sentence. THE FIGURES BELONG TO THE INVENTED BHOSALE HOUSEHOLD AND ARE ILLUSTRATIVE THROUGHOUT. Four of the five questions give the same answer on both sides, and the one row that differs, whether the sentence carries a particular household's figures, is the row that decides which side each sentence falls on.

Why does the line run there and not between free and paid?

Because the three axes people expect the line to run along all cut across it. Each of the three is a genuine belief somebody is carrying into a conversation right now. Take them one at a time.

The first is general against specific. The axis feels right: education is vague, advice is precise. The axis is wrong. The arithmetic in a worked example belongs to the arrangement rather than to the reader, so an example worked to the last rupee stays education. And the purest advice anybody will ever be given contains no numbers at all: honestly, you would be better off somewhere else. Six words, nothing precise in them, and completely a statement about one person.

The second is free against paid, and it is the belief that does the most damage. Free advice is still advice, and the fact that nobody sent the household a bill for it says nothing about whether somebody was paid for it. The second belief deserves a sentence of its own. Most of the harm concentrates there. A person can be paid handsomely for what they said to a household without the payment ever touching that household: the manufacturer of what gets placed pays, out of the product, before any value is ever seen. The household experienced a free conversation. The conversation was in fact a paid one, with a different payer.

The third is simple against technical. Also wrong, in both directions. An explanation of how compounding at monthly rests lifts the effective annual rate above the stated one is technical, dense, and pure education. A shrug and a sentence is simple, and can be pure advice. Difficulty is a property of the writing, not of the activity.

Here is why this matters more than it looks. Each of those three wrong axes is one people actually use, and each sorts a good many sentences correctly by accident: education does tend to be more general, and advice does tend to arrive from somebody with an interest. A rule that works most of the time and fails silently the rest of the time stops the reader looking, and a rule that stops the reader looking is worse than no rule at all.

Three axes people expect the line to run along. Not one of them separates the colours. SIX INVENTED STATEMENTS. GREEN IS EDUCATION AND RED IS ADVICE ON EVERY AXIS. The same six statements plotted on four axes: detail, cost to the listener and technicality all leave green and red interleaved from end to end, and only the mechanism against person axis pulls them into two clean groups with a wide gap between.

Look at the fourth axis and then look back at the first three. The six statements never moved and never changed; only the question being asked of them moved. On three of the four axes the colours are thoroughly mixed. Mixed colours are the picture of a rule that does not work. On the fourth axis the statements fall into two groups with a wide empty space in the middle, and a wide empty space is the picture of a rule that works.

Who is the line for, and what does it protect them from?

The line is for the person on the receiving end, and it protects them from one specific thing: a statement that can be wrong about them in particular, with nothing they can check it against.

The two kinds of wrongness are not the same kind. An explanation that is wrong is simply wrong, and it is wrong in the same way for every reader. Somebody will notice. A wrong explanation can be checked against the rules of the arrangement, against a document, against another explanation. The mistake is out in the open where the world can find it, and it does not follow one household home.

Advice that is wrong is wrong about one household in particular, and there is often no document anywhere against which it could have been checked. Nobody else received it. Nobody else knows the position it was given about, so nobody else can spot the error. There is nothing anywhere to turn to that says what that household should have done instead. And the consequence lands on one household rather than being spread thinly across everybody who read an explanation.

The asymmetry is the whole reason one of the two activities is regulated and the other is not. The regulation is not there because advice is more sophisticated or because advisers are less trustworthy. Regulation is there because an activity where the harm is private, individual and unverifiable needs a duty attached to it, and an activity where the harm is public, uniform and checkable does not need that duty in the same way.

A chemist's shop has the same shape. A leaflet on the counter about how a class of medicine works can be wrong, and somebody in the trade will notice and correct it. A person behind that counter telling one customer what to take for that customer's particular complaint can be wrong in a way nobody else will ever see. Two exposures, two sets of duties, and the knowledge behind them may be identical.

One more thing the line protects is easy to miss. The line protects the educator too. An explanation that never says anything about one particular reader can be published to a million people without needing to know a single one of them. The moment it starts telling individuals what to do, it has taken on a duty to each of them that no published explanation can discharge. The line is not only a restriction on what may be said; it is the condition that makes teaching to everybody possible at all.

Two kinds of wrongness. Only one of them has anything to check it against. A DIAGRAM OF EXPOSURE, NOT OF FREQUENCY. WHICH KIND IS MORE COMMON IS A SEPARATE QUESTION. AN EXPLANATION THAT IS WRONG ONE STATEMENT, PUBLISHED TO EVERYBODY It reached everybody equally, so it is wrong in the same way for every single reader. CAN IT BE CHECKED? THREE PLACES SAY YES. THE RULES OF THE ARRANGEMENT THE DOCUMENT ITSELF ANOTHER EXPLANATION THE ERROR IS OUT WHERE IT CAN BE FOUND Somebody in the trade notices and it gets corrected. It does not follow one household home. ADVICE THAT IS WRONG ONE STATEMENT, GIVEN TO ONE HOUSEHOLD It reached one household, so it is wrong about that household and about nobody else. CAN IT BE CHECKED? THERE IS NOWHERE TO LOOK. The whole consequence lands on one sheet.
An explanation that is wrong can be checked against three things and gets corrected in public, while advice that is wrong reaches one household, has no document behind it, and carries its whole consequence to one place.

What is a Disclosure Statement, and what does it actually record?

A disclosure statementA short record placed with a piece of content saying what it is, who produced it, and how they are paid. It records; it does not change what was said. is the short block of words that sits with an article and records three things about it. The nature of the content. Who produced it. And how that person or organisation is paid. Recording those three is the whole job, and each of the three is genuinely worth having.

Most readers skim all three as one grey lump. Take them one at a time. The nature of the content decides which set of expectations to bring to it. A block saying the content is general in nature and does not take any reader's circumstances into account states, in the conventional phrasing, that what follows is education. The claim is useful information, and it is a claim the writer is making about their own work and can be held to.

Who produced it matters because it makes it possible to go and look. An institution, an individual, an anonymous account: each of those is a different amount of accountability, and the difference is not a judgement about honesty. The difference is whether there is anybody to ask afterwards.

How they are paid is the one people skip and the one that carries the most. Payment is where a conflict of interestA situation where somebody has a reason to prefer one outcome for the person advised over another, because one of them pays the adviser and the other does not. is either declared or is not. Somebody paid by whoever manufactures what gets placed has a reason to prefer one outcome for the household over another. Somebody paid by the household has a different set of reasons. Somebody paid by neither has yet another. None of those three arrangements is dishonest and none of them is a fault. The three are simply different arrangements, and knowing which one a conversation sits inside changes how everything that comes out of it reads.

Households already handle a version of this competently in an ordinary market. When a shopkeeper says a particular brand of oil is the one to take, a customer factors in without thinking that he stocks it and that the margin might be better. Nobody concludes he is lying. His sentence is read with the arrangement in view. A disclosure is the written version of a thing households already do by instinct in a shop and stop doing entirely the moment the setting looks official.

Robert Cialdini's work on why people comply says why the setting matters so much. A printed card, a desk, a title and a confident manner are signals of authority, and people defer to them faster and more completely than they think. The deference is not a defect in the reader; it is how anybody navigates a world they cannot verify. Deference just switches off the shopkeeper instinct in the one setting where it would have been most useful.

What does a disclosure statement actually record?

What can a disclosure not fix?

A disclosure cannot move the line. A disclosure records; it does not convert. Printing a denial underneath a paragraph that told one reader what to do about their own balance produces advice with a denial under it, and nothing else.

Test it by asking what would have to be true. If a disclosure could convert advice into education, the identical paragraph would be one thing with the line and another thing without it, and the difference would be a decision made by whoever set the type. The words that were said settle what was said. A note underneath is a further statement, and further statements do not reach back and alter earlier ones.

Now the second half of the failure. The second half belongs to the reader rather than the writer, and it is the more expensive one. A disclosure at the foot of something reads, at a glance, as a sign that whoever produced it is careful and above board. The impression is doing real work, and a great deal of promotion carries a disclosure for exactly that reason. The presence of a disclosure shows that the writer knew the line existed; it says nothing whatsoever about which side of it they stayed on.

So the disclosure is evidence of awareness, not evidence of compliance, and those are very different things. The words above the line settle the matter. If the words above it are about one particular reader, they are advice, and the fact that somebody typed a careful sentence underneath them is a fact about the typing.

The failure: believing a disclosure moves the line

Somebody reads a well made article, follows it because it seemed careful, and afterwards discovers it was promoting a particular thing. Looking back, the disclosure was there the whole time, in small grey type at the bottom, saying plainly who paid for the article. The disclosure had been read as a mark of quality rather than as information. Misreading it is not carelessness on the reader's part: a disclosure is designed to be complete rather than to be noticed, and being complete and being noticed are different objectives. The cost is that the one line in the article that would have changed how everything above it was read was the one line treated as decoration. And the writer's version of the same failure costs just as much in the other direction: an article that tells a named reader what to do about their own balance and then adds a line denying that it was advice has published advice, and the person who wrote the line often sincerely believes it fixed something.

Investor Education vs Product Promotion: which is the harder pair to tell apart?

The second pair is harder than education against advice, and it catches careful readers who have already learned the first distinction. Education against advice can be settled by looking at the sentence. Education against product promotionContent whose purpose is that the reader ends up acquiring a particular thing. It can be entirely accurate and still be promotion. cannot be settled that way. The two can be word for word equally accurate.

Start by clearing away the thing everybody reaches for first. Promotion is not the same as being wrong. Accuracy is what makes promotion work, so good promotion is accurate: an explanation full of errors does not survive contact with a reader who checks, and the people producing this material are frequently skilled, honest and genuinely knowledgeable. Promotion that was not accurate would not be effective promotion, so accuracy is not the distinguishing feature.

Nor is cost. A great deal of promotion is free, and much of the best of it is long, detailed, patiently written and given away. Nor is effort, nor tone, nor the absence of a push at the end. The best promotion never pushes at all.

So the separation runs along purpose. Education exists so that the reader understands something. Promotion exists so that the reader ends up holding something. The test that finds the difference is not is this accurate but who benefits if the reader acts on it. The question makes the two come apart cleanly: in education nobody is paid whichever way the reader goes, and in promotion somebody is paid if the reader goes one particular way.

Purpose is invisible, so this needs a working test rather than an inspection. Three signals go most of the way, and none is proof on its own. First, whether a particular thing gets named: education can describe a whole category without ever pointing at one member of it. Second, whether a next step appears: writing that explains a mechanism has no natural next step, and writing that wants an outcome has one that is easy to take. Third, the payment answer, and that is why the disclosure was worth reading after all.

The everyday version is a fish stall. A vendor who shows a customer how to tell fresh fish from old, holding nothing back, is being genuinely useful, and it is also true that whoever learns it comes back to the stall that has fresh. Nothing dishonest is happening and nothing is hidden. But there is an outcome the teaching serves. Naming the arrangement is not an accusation; it is the information that lets a reader weigh what they are being told.

Both articles are accurate and both are free, so the first two questions separate nothing, and only the third question, whether anybody is paid when the reader acts, tells education and promotion apart.

How is the test applied in about four seconds?

One sentence at a time, and that is the part people skip. The instinct is to sort a whole conversation, a whole document or a whole person, and the instinct fails: education and advice routinely arrive inside the same paragraph, from the same mouth, in the same tone of voice.

Take what the Bhosale household, an invented family, actually heard on 18 April, at home, from an acquaintance of a cousin whose card read Financial Adviser. He explained, accurately and helpfully, what a monthly plan is: a fixed amount on a fixed date, not needing much to start, stoppable. All of that was education, and all of it was worth knowing. Then, in the same breath, he said this household should start one. The mechanism and the instruction arrived in one continuous run of speech with no pause and no signal between them, and that is exactly how it usually happens.

Nobody in that room did anything wrong in the ordinary sense. He was not lying, he was not hiding, and he probably believed every word. The point is not that the second half was a trick. The point is that the second half is a different activity from the first, and nothing in the room marked the change.

So the four second version runs like this. Read one sentence. Ask: is this about a thing, or about me? If it is about a thing, move on. If it is about me, stop and notice that a different activity has started. That is it. The test costs almost nothing, it needs no expertise, and it works on a message, a video, a leaflet, a call and a conversation across a table.

One conversation, 18 April, in the order it was spoken. Nothing marked the change. AN INVENTED CONVERSATION AT THE INVENTED BHOSALE HOUSEHOLD. THE SPEAKER IS UNNAMED. EDUCATION A monthly plan takes a fixed amount on a fixed date every month. EDUCATION It does not need a large amount to start, and it can be stopped. EDUCATION Prices rising reduce what a rupee buys over time. THE LINE IS CROSSED HERE. NO PAUSE, NO SIGNAL, SAME VOICE. ADVICE Your recurring deposit of Rs 64,000/- is not keeping pace with that. ADVICE So this household should start a monthly plan instead. ADVICE I can set it up for you this evening. READ THE WHOLE CONVERSATION AND IT FEELS LIKE ONE THING. Read it one sentence at a time and it is two activities, and the second one began at the fourth sentence.
Three sentences of accurate education were followed without any pause by three sentences of advice, in the same voice from the same person, which is why the test is applied to sentences rather than to conversations.

One more thing about speed. The test is fast because it asks one question, and it stays reliable because it asks that question of one sentence at a time. Most documents contain both, so the test fails on a whole document. Speed here comes from narrowing the unit, not from cutting the thinking.

One thing moves: which of the twelve statements is on display. One thing never moves: the test. The test asks only whether the sentence is about a mechanism or about a person. Four of the twelve are entirely education, four are entirely advice, and four cross in the middle of the sentence. Green words describe a mechanism and red words refer to somebody's position. Read down the middle column and notice what is not driving it. Every education statement there would be education still if somebody were paid a fortune to write it, and every advice statement would be advice still if the speaker were a stranger at a bus stop with nothing to gain. The identity, payment and sincerity of whoever is speaking never enter the test, and that is what makes the test usable by a reader who can see none of the three.

What did the Bhosale household actually hear in one April?

Three people, three titles, three ways of being paid, and every one of the three entirely lawful. Not one of them was a fraud, and that is what makes the month worth walking through: these are ordinary arrangements, working as intended, and they still need reading.

The Bhosale household is Meghna Bhosale salaried, Ashok Bhosale at a tailoring counter, Ira Bhosale at school. The household holds Rs 3,67,887/- across two accounts, a recurring deposit, a public provident fund, gold at its own estimate and a two-wheeler, and it owes Rs 71,594/-. The household has never taken advice from anybody. In the April after the year those figures were struck, three people approached it inside one month.

On 6 April, at a bank branch. Meghna Bhosale went in to renew the recurring deposit. A person whose desk card read Relationship Manager suggested something else, and said this household should move the recurring deposit across. He is an employee of the bank and paid a salary by it, and the bank is paid by whoever manufactures what he places. The household was charged nothing. The suggestion to move the recurring deposit was about this household's own money, so it was advice, and it was advice for free.

On 18 April, at home. An acquaintance of a cousin, whose card read Financial Adviser, offered to look at the position. He distributes what he places and is paid by the manufacturers of it. He charged the household nothing. He explained how a monthly plan works and then, in the same breath, said this household should start one. The first half was education and the second was advice. The words on his card are not a protected title, and what a title on a card does and does not establish is a subject of its own.

On 29 April, by appointment. A person who charges a fee to produce a written plan, takes nothing from any manufacturer, and puts that in writing before starting. She quoted Rs 12,000/- for the year. A fee of that kind is set by whoever charges it and varies widely from one person to the next. She said she would say nothing at all about this household's position until she had its full sheet in front of her. The refusal is what the line looks like from the other side, when somebody is observing it deliberately rather than by accident.

A fourth arrangement was in the room the whole time: a general explanation, written for everybody and paid for by nobody in the other three. Such an explanation recommends nothing and says nothing about what one household should do. The fourth column of the grid below is that arrangement.

What does a household do with this on an ordinary evening?

Take the phone off the table and try it on what is already in it. Most households have four or five items of financial content within arm's reach at any moment, and none of them arrived labelled.

There is a message somebody forwarded to a group. Its first sentence sorts by whether it is about a thing or about a person. Usually it is about a thing for three sentences and about a person in the fourth, and the fourth is the one asking for something. There is a video that explained something genuinely well: the question there is who is paid if a viewer acts on it, and then where that would be written down. There is a leaflet from a counter, almost always accurate and almost always promotion, and knowing which does not make it less accurate. And there is a person who has been kind and knows more than the household does, whose sentences still sort one at a time.

The test is not there to make anybody suspicious of everybody, but to stop a document, a person or a conversation being treated as one undivided thing when it never was one. A lender reads a loan file the same way, line by line rather than as a whole impression. Somebody buying cloth checks the weave in three places rather than judging the bolt from across the shop. The test is that habit, applied to sentences.

And there is one practical thing worth keeping. Where a sentence crosses into advice and somebody is minded to act on it, the useful question is not whether the speaker is trustworthy. An arrangement is a fact that can be established and trustworthiness is a feeling that cannot, so the useful question is which arrangement the speaker is inside. Who pays them. Whether that is written down. Whether the payment changes depending on what the household ends up holding. All three questions have answers.

Which question can never be answered from outside a household?

Whether a particular household should take advice cannot be settled from outside that household, in either direction. No general account can say that a reader needs somebody, and none can say that a reader is fine alone.

Here is why, and the reason follows from everything above rather than being bolted on. Saying that a particular reader should take advice would be a statement about that reader's position, and saying that the same reader needs none would be exactly the same kind of statement. Both require knowing what that reader holds, what they owe, what they are trying to do and what would go wrong if they got it wrong. None of that is knowable from outside the household. Either statement would cross the line in the paragraph immediately after defining where the line is.

People sometimes read the refusal as caution or as evasion. The refusal is neither. The reassuring version, the one that says most people do not really need an adviser, sounds humble and independent and is a statement about a reader made by somebody who has never met them. The other version, the one that says everybody needs professional help, sounds responsible and is the identical error facing the other way. Both are advice. Only one of them looks like it.

Everything up to that point can be said to everybody at once, and there turns out to be a great deal of it. A general account can say what each arrangement is. The same account can say who pays whom in each one, what a title does and does not establish, and what a disclosure records. And the same account can set out a test that runs in four seconds on anything anybody sends. Describing every arrangement fully and ranking none of them is not a smaller thing than advice; it is a different thing, and it is the only one of the two that can be done for everybody at once.

Refusing to explain would cost the reader a great deal. Declining to decide for them costs nothing at all, and the deciding was never something a general account could do honestly. A household that has already taken advice, from any of the three kinds of arrangement described here or from somebody else entirely, has done the most ordinary thing in the world, and it happened to almost everybody who holds anything at all.

The mechanism above holds everywhere. In India, advising on certain matters is a regulated activityOne that may only be carried on by somebody registered to do it, with the registering done by a public authority., and the categories are set by regulation. The Securities and Exchange Board of India at sebi.gov.in sets them for investment advisers, research analysts and distributors. The Insurance Regulatory and Development Authority of India at irdai.gov.in sets them for insurance intermediaries. The Reserve Bank of India at rbi.org.in sets the conduct expected of banking channels. The Pension Fund Regulatory and Development Authority at pfrda.org.in covers pension arrangements. Requirements, thresholds, fees and periods are set by regulation and change, and each is confirmed at the authority that sets it.

Where this stops. How a disclosure is actually written is a subject of its own, and so is who is registered as what. Qualification requirements, registration thresholds, fees, commission rates, cooling-off periods and penalties are set by regulation and change. Whether a particular household should take advice depends on facts only that household holds, and no general account can reach them.
